    To direct the Secretary of Homeland Security to ensure that any individual
    traveling on a flight that departs from or arrives to an airport inside
    the United States or a territory of the United States is fully vaccinated
    against COVID–19, and for other purposes.

    Mr. TORRES of New York introduced the following bill; which was referred
    to the Committee on Homeland Security

    A BILL
    To direct the Secretary of Homeland Security to ensure
    that any individual traveling on a flight that departs
    from or arrives to an airport inside the United States
    or a territory of the United States is fully vaccinated
    against COVID–19, and for other purposes.

    1 Be it enacted by the Senate and House of Representa-


    2 tives of the United States of America in Congress assembled,
    3 SECTION 1. AIR TRANSPORTATION VACCINATION RE-

    4 QUIREMENT.

    5 (a) IN GENERAL.—The Secretary of Homeland Secu-

    6 rity, acting through the Administrator of the Transpor-


    7 tation Security Administration, shall take such actions as

    1 are necessary to ensure that any individual traveling on
    2 a flight that departs from or arrives to an airport inside
    3 the United States or a territory of the United States is
    4 fully vaccinated against COVID–19.
    5 (b) EXCEPTION.—In carrying out subsection (a), the
    6 Secretary shall ensure there is an exception to the require-
    7 ment described in such subsection for an individual who
    8 is ineligible or medically unable to be fully vaccinated
    9 against COVID–19.
    10 (c) DEFINITION.—In this Act, the term ‘‘fully vac-
    11 cinated against COVID–19’’ means receiving all rec-
    12 ommended doses of a COVID–19 vaccine that is licensed
    13 under section 351 of the Public Health Service Act (42
    14 U.S.C. 262) or authorized for emergency use under sec-
    15 tion 564 of the Federal Food, Drug, and Cosmetic Act
    16 (21 U.S.C. 360bbb–3).
